دبلوماسي سابق يحذر كندا من استمرار الصمت على سياسات ت صالح التدميرية في الجنوب كندا – لندن " عدن برس " خاص : 22 – 5 – 2009
طالب الأخ عبدالله باعباد ،الدبلوماسي الجنوبي السابق ، الحكومة الكندية القيام بدورها في الضغط على السلطات في صنعاء لإدراك خطورة وعواقب إجراءاتها القمعية وسياساتها غير المسئولة ضد شعب الجنوب، محذرا من أن استمرار السياسات التدميرية وسفك دماء الأبرياء في الجنوب سيكون له عواقب خطيرة ومدمرة على استقرار المنطقة وعلى مصالح العديد من الدول وفي مقدمتها كندا.

جاء ذلك في رسالة وجهها الأخ عبدالله باعبّاد إلى السيد ستيفن هاربر، رئيس الوزراء الكندي، أشار فيها الى أن السلطات في صنعاء قد دأبت منذ إعلان "الوحدة" بين الدولتين المستقلتين ذات السيادة ، جمهورية اليمن الديمقراطية ، والجمهورية العربية اليمنية ، على تعطيل والتنصل من إلتزاماتها وفقا لإتفاقية الوحدة بين الدولتين ، متخذة بذلك أساليب غير مشروعة بلغت ذروتها بإعلان الحرب الشاملة على الجنوب في ٢٧ إبريل ٩٤.
وأكد الأخ عبدالله باعبّاد في رسالته بأن شعب الجنوب يتعرض لممارسات تمييزية ولتهميش وإقصاء شامل ، ويخضع منذ ٧ يوليو ٩٤ لحالة طوارئ ، كما أن موارد الجنوب وأراضيه أستبيحت للنهب والعبث والإثراء غير المشروع من قبل متنفذين من الجمهورية العربية اليمنية ، وتحت حماية وتشجيع السلطات في صنعاء.
ولفت الأخ عبدالله باعبّاد نظر الحكومة الكندية والرأي العام الكندي والعالمي إلى خطورة الوضع في الجنوب ، محذرا من تبعات إستمرار النهج العدواني والقمع الذي تواصله السلطات الشمالية وأجهزتها الأمنية والعسكرية ضد أبناء الجنوب، الذين لم تعد إدعاءات السلطة وأكاذيبها ب "الوحدة" تعنيهم أو تمثل تطلعاتهم وأمانيهم.
وطالب بالضغط على السلطات المهيمنة على الحكم في صنعاء للإفراج الفوري عن كل الموقوفين والمحتجزين من أبناء الجنوب ، وإيقاف المطاردات بحق قادة ونشطاء الحراك السلمي الجنوبي ، وكافة الإجراءات التعسفية والإرهابية ضد أبناء الجنوب، والتوقف عن التضييق على ماتبقى من الحريات وإستهداف الصحف والمواقع الإخبارية ، وفي مقدمتها جريدة "الأيام" العدنية ورئيس تحريرها الأستاذ هشام باشراحيل.
وفي ختام رسالته طالب الأخ عبد الله باعبّاد بالضغط على السلطات الشمالية للإلتزام ببنود قرارات مجلس الأمن الدولي ٩٢٤/٩٤ و ٩٣١/٩٤ ، وبإحترام إرادة شعب الجنوب ، والبدء دون شروط وتحت إشراف دولي بالتفاوض مع ممثلي شعب الجنوب الشرعيين والمعترف بهم .

Dear Prime Minister,
In view of the alarming developments in South Yemen, Where the regime of president Ali Abdullah Saleh has continued the escalation of its oppressive practices against the people of South Yemen who are living under undeclared state of emergency since the imposition of unity by military force on July 1994.
In recent events, security and military forces have used unprecedented brutal measures, include heavy weapons, to repress the peaceful movement of the Southern people; as a result, scores of people were killed and injured, hundreds were arrested, and prosecution of ******s and activist of the movement was intensified, that was followed by media crack down, where several news papers, internet access news sites and blogs were banned, including Al-Ayyam, the well reputed, independence news paper.
With such tragic situation, I would like to present to you the following facts:
1. On May 22,1990 unity was declared between the two independent, sovereign states, the Peoples Democratic Republic of Yemen (South) and the Yemen Arab Republic (North), both sides agreed to build a modern state, where rule of law, democracy, freedom, equality and justice would prevailed.
2. Northern authority, immediately, after the declaration the new state, revoked its obligations under the unity agreement between the two countries, and started to implement its own agenda to impose its self-style unity. It pursued various irresponsible tactics, include political assassinations against Southerners, these provocative actions was culminated by president’s Saleh declaration of a comprehensive war on the South, on April 27,1994. It was clear that Northern authority did not want unity, but merely wanted to dominate the South and to control its resources.
3. It is with the reversal of the peaceful and willingly unity to a one forced by coercion and military force, a dark chapter of South history was uncovered. Southerners, since July 7, 1994, were subjected to a systematic oppression and discrimination before law, in employments and education; they were politically and economically marginalized at all levels, also, hundred of thousands expulsed from their jobs, thousands others were forced for early retirement. (Northeraization) of the South, destroying its civil society elements and targeting its identity and history clearly was a priority on president Saleh agenda. Also, a comprehensive plundering of Southern resources and an unlawful acquisition of land by influential Northerners was encouraged and protected by the authority.
4. Under such devastating circumstances, Southerners had no option but to raise their voice in a peaceful and civilized manner, to demand their rights guaranteed under the law and the international norms. A peaceful movement was established and has gained momentum and a remarkable support all over the former Republic of South Yemen. Unfortunately, Northern authority, instead of reading carefully the new facts and finding real solutions has continued its arrogance and kept perusing deceptive and destructive policies.
5. It is with deep concern to say that Northern authority is preparing for another bloody adventure against the people of the South. What Aden and other Southern cities has witnessed today, the recent brutal crack down on freedoms and liberties, siege and intensifying security military enforcement in and around Southern cities and villages, recalling religious statements (Fatwa), mobilizing tribal allies and coordinating plans with loyal terrorist groups are some of the many indicators of an imminent genocide against the people of the South.
The situation in South Yemen is profoundly serious and the implications of escalation of Northern authority’s repressive measures will be disastrous. Such escalation would also have serious consequences on the stability of the region and would endanger significantly the interests of many countries include Canada where its interests mainly is in the South.
As a concern Canadian citizen, I believe strongly that Canada, with other friends and allies have the capacity and leverage to send a strong message to Northern authority to stop immediately from aggravating the already deteriorating situations. I believe that such message shall include:

2. Immediate release of arrested people includes ******s and activists of the Southern movement. And stop all prosecutions against them.
3. Left the ban on the media, and stop the repressive measures against Al-ayyam News paper and its Chief editor Mr. Hisham Basharaheel and all other journalists.
4. Withdrawal the security and the military forces from Southern cities and villages and lifting the undeclared state of emergency from the South.
5. The fulfillment of the long due undertakings of Northern authority under Security Council Resolutions 924/94 and 931/94.
6. Respect the will of South Yemen people, and start political dialogue with the recognized and legitimate representatives of the South, under the United Nations auspicious.
