Presented before the executive committee’s meeting
  30th September, 2006 
The declaration of the unification on the 22nd May 1990 represented a historical opportunity for the Yemeni political leadership to establish a modern state that is based on a civilised programme which reflects the spirit of the present time. A national programme that takes into account the importance of the scientific and technological advancement, rule of law, social justice, equality and encourages civil society where every citizen have equal rights and duties and developments in all fields in order to improve the standard of living of our people.

The leadership of Sana’a has failed to rise to this historical achievement of unification.  Instead it has adopted the old backward repressive politics.  It has been working systematically to destroy all the civilised values that the South of Yemen had for decades and replaced them with the values of a corruption.  They encouraged old social values especially revenge and instigated conflicts between the communities of South Yemen who have during the past decades been living in peace and harmony (divide and rule tactic).   

The practices of the backward regime of Sana’a have caused a great deal of violation to the Republic of Yemen’s Constitution, human rights and have damaged civil liberties in general. Obviously, the amendments of the constitution were made to suit the dictator so he can enhance autocracy and tribal rule and pave the way for their sons to inherit power so they can be on full control of the nation’s wealth.   They have also built the security and military institutions especially loyal to the individual leader and tribe.  It is clear that these types of actions are not for the interests of the nation but for the interest of the ruling tribe.
The Northern occupying authority has used an evil and multi facet tactic to divide the unity of southerners by supporting some groups with bogus jobs and money to be used against other groups and create conflict. The regime created and continues to support underdeveloped religious groups for the sake of manipulating southern people.   
The Yemeni regime recruits thousands of young people to join religious extremist groups educates and arms them to the teeth and then allocate them into different religious sects such as Wahabees, Jihadees, Shiit and salafy.  This tactic is used to create trouble, divisions between the people of the South and spread hatred amongst ordinary people.  The regime is succeeding in weakening everybody so it could subject them to its will and desire.  Putting these groups in this position leave them with no alternative but to recourse to the occupation forces for protection, safety and support to fight each others.  This is evil politics and those groups have no link with religious motives and it absolutely doesn’t aim to serve religion as much as it sets the scene for a civil war targeting the people of the south.  The regime’s ultimate aim is to destroy the people of the south and divide them so it could have a full control, continue its repression and the rule of darkness.  
What has been happening in our occupied land since the summer's war of 1994 is unlike any calamity in the world and people have never experienced a hardship similar to ours, throughout the history of human kind.  The economic, social and cultural situation is deteriorating which is turning the lives of ordinary people into intolerable hell.  The lawlessness, insecurity, chaos and wide spread government corruption are contributing to a large extent in depriving and marginalising our people more than ever before. 
The military-tribal occupation of the Arab Republic of Yemen is in full control of our country, which enabled them to continuously plunder the southerners national resources such as oil, fishing industry and etc.  Furthermore, they have confiscated private and public lands, forced our people to flee their country seeking refuge in many countries of the world, intimidation of those who stayed in the country is ongoing by the security forces, some were killed and many thousands of men and women workers were suspended from their jobs.
The dismissals of nearly half a million worker from the civil and military institutions is a blatant crime against humanity.  Many of the southern people are now living under absolute poverty with no support from anybody at the time of the northerner’s warlords living an extravagant life.  
The occupying regime has followed the politics of encouraging more northern military, police and security forces officers to inhabit the south in order to continue oppressing southerners and deter them from any resistant.  They are working towards omitting the southerner’s identity and to falsify history.  
The Southern Democratic Assembly (TAJ) has been intelligently evaluating the experience of the unification came up with the following accurate result: TAJ understands that the legitimate project of unification for achieving development and prosperity for our country has been assassinated by the unjust war of summer 1994 and the unlawful repressing practices after the war. 
Throughout this objective evaluation and from continuous observation of the scale of the destruction and decline, TAJ envisages the following: The direct and fundamental mission that we should work collectively to accomplish is to free our people from the backward military-tribal occupation by peaceful means. Continue our struggle to liberate our country from this brutal occupation and rebuild a democratic and Free State that covers all the geographical boarders stated in the document of the ex-colonial British authority when they left in November 1967.     
From this logic, TAJ calls on the International Community and the Security Council to work for enabling our people in the south of Yemen regain their legitimate rights, freedom and independence in accordance with the international conventions and treaties.
At the time of evaluating the sour and painful experience of unification the Southern Democratic Assembly has been learning from the rich and enormous experience of the South in terms of social, economic, cultural and political development throughout the different stages the south has gone through in the past.  TAJ has also taken into consideration all the positive elements and exerted its efforts to analyse and has objectively evaluated the negative sides and failures.  Furthermore it has studied the reasons for the political conflict that has ruined the people of the south and came up with a concrete future vision to remedy the political, economic, cultural and social situation in the south of Yemen.

TAJ would like to assure everyone that presenting this vision does not give itself the liberty to manipulate and decide the future but it sees it as a modest contribution in order to enlighten the path for the people of the south inside and abroad.   Moreover the leadership of TAJ is working with open minds and hearts taken into account the humane legacy of our people and welcomes the experience of all the diverse political parties, groups and organisations.  TAJ calls upon all southerners to study this vision and feel free to enhance it and to participate in the process of liberating our people from the brutal Northern occupation.  The main objective of this vision is to pave the way for a prosperous future, free from repression, poverty and backwardness.
Principles and guidance          

   Firstly: Political
The Southern Democratic Assembly (TAJ) is a liberal political organisation presenting a future vision for reconciliation

Not targeted to confront established or to be established Southern’s political parties but it is a real political assembly that consists of all sections of the southern society.  Its aims are to achieve independence, build a new future, and develop a free and democratic society that respects the rights, dignity and ensure prosperous future for the individuals. 
 The Southern Democratic Assembly (TAJ) believes in a constitutional system where the people could participate fully to govern themselves and work collectively and efficiently to meet their interests and needs.  Thus TAJ believes that:
1-     Freedom is the step-in stone to create a constitutional system. 
2-     The freedom for people to rule themselves and choose the type of system they want is fundamental.
3-     People should be given the right to determine their future and the future of the coming generations.
4-     People should have the right to control and distribute their national wealth fairly and according to systems.
 TAJ aims to strengthen the values of freedom, tolerance, thoughts and respects for the majority’s opinions.   It aims to promote and practice democracy through the right to free election from the bottom up model i.e area’s committees, local councils, county governors, city panels, regional representatives, civil societies committees, unions’ representations, universities’/schools governors, political parties and all the way to the highest authorities in the country.
2- TAJ adopts the principle of decentralisation and intends to achieve this by giving the rights for people to participate in the democratic process in order to be able to rule their country and ensure that decisions are made by the people and for the people.  TAJ is benefiting from the past experience of the south and other successful achievements internationally, free from repression such as the model of America, United Arab Emirate, India, and Canada.
3- Full adoption of peaceful exchange of power.
4- Separation of authorities: Judicial, executive and legislative        
5- Freedom to create political parties, civil societies, vocational and innovative 
              Organisations.
6-     Free media and publication.
7- Ensure individuals freedom is respected, surveillance is illegalised, any type of pursuits and any activities that violate liberties are forbidden.     
Secondly: Economic
1-     Reorganise the system for the equal distribution of national wealth and work in accordance with the law to bring back what has been plundered and pursue those criminals wherever they are in order to bring them to justice.
2-     Adopt free market system and encourage small businesses and social enterprises.
3-     Implement transparent investment policies in order to attract and protect investors and their rights when they buy or sell their goods/ properties.
4-     Adopt and implement a transparent policy for running the national resources such as minerals, fishing industries and all national wealth for building a strong and healthy economy.  
5-     Ensure equal distribution of the national wealth.
6-     Rapid establishment of institutions and mechanisms to activate the economy so it could employ the natural resources of the country and build a sound materialistic base that meets the needs of a good economic system and ensure people are getting the basic necessities.
7-     Grant inwards and foreign investors all the necessary support in order to improve the national economy and the standard of living of our people. 
8-     Illegalise monopoly and exploitation of our people and ensure there is fair and legal pricing of goods.
9-     Encourage women to participate in the economic development through investments.
10- Encourage agriculture and provide all the necessary resources to maintain the existing farms and expand by developing new ones. 
11- Build a chain of new lakes, water reservoirs and irrigation that ensure wise use of water.
12-   Provide citizens with affordable loans and subsidies in order to enable them to develop the lands and grow crops as well promoting a profitable market for their products.   
Thirdly: Socially
1-     Adopt a social security policy for all citizens of all ages to ensure a dignified life for all southerners.
2-     Eradicate discrimination against women and ensure that women are given equal rights to participate in political and economic activities and hold such positions without barriers.
3-     Ensure full care and protection for children, illegalise child labour and all sorts of exploitations of children.

Fourthly:-Education, Science and Culture
1-Spreading science by adopting the principle of compulsory basic education for all citizens of the south, male and female, and ensure free education in all its stages.
Adopting humanitarian educational policy that respects human rights and dignify human being regardless of his religion, race or color.
 3-Encouraging personal intellectual and creative initiatives in all fields of science and invention, as in the fields of culture, literature and the arts.
4-spread the culture of science and enlightenment, and openness and human brotherhood and inculcate the noble human values and ensure that the citizen to gets information without restrictions.
    
Fifthly: - Public Services
 1-(TAJ) aims  to ensure better public services for citizens and seeks to provide free health services to all citizens in all villages, districts, provinces and cities across a wide network of medical facilities, health centers, hospitals and guarantee free treatment for all citizens.
2- (TAJ) will secure health care for family and children by adopting the policy of comprehensive social security for the nation and the citizens, and seeks to ensure a better protection for the natural environment.
3- (TAJ) adopts plans to establish a road networks service to all townships and villages and seeks to secure international network of roads linking the edges of the country in which each paves the way for private and cooperative sectors without  causing any damage to the sovereignty or exploiting the need of the people.
 
 4 - (TAJ) Considers a telephone, Internet, regular mail and other means of communication is one of the basic services that the citizens have the right to obtain and get the best of the modern science productions and inventions.
5- The provision of electricity and healthy water, which fit for drinking came in the primacy of basic services, which is supposed to be secured by the simplest and easiest ways and the least cost to the citizen. Also seeking to bring them closer to free at the end of the day.
Sixthly : militarily and security
-1-Building limited armed forces to meet the country's defense needs, and adopt the principle of effective movement and of quality.
2-Hdentify and restrict the powers of the security services in order to ensure non-interference in the political and administrative affairs or assault of freedoms.
2-Prohibiting any kind of the activities of the army and the security services that might touch the freedom of citizens or limit their activities or their movement.

Seventhly:-Foreign Policy and International Relations

 1- The Southern Democratic Assembly (TAJ) will seek to establish better relations with the countries of the world in order to ensure security, stability and development of the entire international community and to provide the appropriate conditions for the development and advancement of the whole of humanity.
 2 – (TAJ) will works actively and with fraternal spirit to understand the interests of the brothers in the Arab peninsula and the Gulf in order to upgrade the distinguished relations with them to a high degrees of coordination and joint action so as to ensure the stability and security of the region and provides the best way to a fruitful and fraternal relations between our countries.
2- (TAJ) through will seek for an active foreign policy with the Arab and Islamic countries to guarantee the rights of Arab and Islamic countries, to contribute to creating a suited climate to ensure the international legitimacy and the international law and the establishment of freedom to various peoples in various countries and to opening the door before the wide and productive economic activity.
